NOTICE TO PROPERTY OWNERS IN
THE CITY OF GREENVILLE WHO HAVE
BEEN AFFECTED BY FLOODING FROM HURRICANE FLOYD As a recipient of this notice, the City of Greenville has
identified you as a potential victim of Hurricane Dennis and/or
Hurricane Floyd, or you have identified yourself to us. While we know your first concern is the safety of your loved ones and
cleaning up after the floods. an important secondary question in your
mind may be "Can I prevent this from happening again:'" The Federal Emergency Management Agency (FEMA) offers funding under a
program called the Hazard Mitigation Grant Program (HMGP) that may be
able to help you do just that. The purpose of the HMGP is to provide funding assistance to local
governments, who, in turn, provide assistance to individual property
owners to help minimize or eliminate the risks associated with
disasters BEFORE the next hurricane or flood strikes. The City of Greenville is in the process of developing an application
to FEMA, through the State of North Carolina, in order to obtain HMGP
funding to acquire flood‑prone properties and/or elevate
flood‑prone structures. Either of these actions will help
minimize or eliminate your damages from floods and hurricanes in the
future. PLEASE KEEP IN MIND THAT THE CITY OF GREENVILLE HAS NOT RECEIVED ANY
FUNDING FOR THE ACQUISITION OR ELEVATION OF
YOUR STRUCTURE AND/OR PROPERTY AT THIS TIME ‑ AND THERE IS
NO GUARANTEE THAT ANY FUNDS WILL BE RECEIVED!!! The attached survey is
only an expression of your interest in acquisition or elevation of
your flood‑prone structure so that the city may develop a HMGP
application on your behalf. The following is a brief description of acquisition and elevation: Acquisition "Acquisition" refers to the purchase of your structure and
real property by the City of Greenville. This process would work
more.or less like a "normal" real estate transaction, in
which the City of Greenville would provide you with the pre-flood
fair market value for
your structure and real property as established by a State certified
property appraiser. Your structure would be demolished and your land
would be preserved as open space in the ownership of the City of
Greenville. |

your property with HMGP funds would be STRICTLY
VOLUNTARY on your part and on the part of the City of Greenville.
The City of Greenville will not force you to sell your property
through use of eminent domain under the mgp If tenants occupy your property, they will be
provided with notification and relocation assistance as prescribed by
Federal law. DO NOT EVICT YOUR
TENANTS BECAUSE OF THIS APPLICATION!!! At this time, there have been no funds identified
to provide you as a property owner with relocation assistance above
and beyond the purchase price for your property. The City of
Greenville is working very hard to identify funds for this purpose. Elevation "Elevation" refers to the raising of
the lowest finished floor of your structure to the base flood
elevation. "Base flood elevation" is the depth of flooding
that is expected to be exceeded only once every 100 years. This
activity, therefore, prevents damage to your structure from most flood
events. Any repairs or rehabilitation work needed to make
your structure structurally sound enough to be elevated are not HMGP
eligible costs. The City of Greenville is working very hard to
identify funds for this purpose. Some
Things to Keep In Mind •
You must be a property owner to participate in the HMGP.
Tenants can not
directly participate in the HMGP. •
Only property owners within the city limits of Greenville and
its Extraterritorial
Planning and Zoning Jurisdiction (ETJ) are eligible to apply
for assistance under
the HMGP. •
Completion of this survey is simply an expression of your
interest in the activities
discussed above. Therefore, if you are at all interested in the
acquisition or
elevation of your property, you should complete and sign the
attached survey form
and return it to the HMGP Application Assistance Center by mail
or in person. •
Completion of this survey DOES
NOT imply
a commitment by the city to elevate
or acquire your property. The city will have to apply for funds
and compete
against all of the other flooded communities in Eastern North
Carolina for funding.
Furthermore, each individual property will have to be found to
be eligible for funding by FEMA. The city has not received any
funds as of this time for the
activities described above. |

At this point in the application process, it is acceptable for
you to express your
preference in both the acquisition AND the
elevation options for further
consideration. However, in the future you may be offered only one
of these two options
for consideration, IF you are offered ANY HMGP assistance options.
This offer, IF ANY, will be based on Federal,
State and local priorities, policies,
laws, and regulations. •
If you receive (or plan to receive) any Federal disaster relief
or related assistance
‑ such as National Flood Insurance Program settlements,
Small Business
Administration (SBA) loans, FEMA Individual and Family Grant,
Minimal Repair,
or Disaster Housing Assistance funds, for example ‑
please keep ALL receipts for
items which these funds are expended. If you do eventually
participate in a HMGP
funded acquisition or elevation project, you will be required
to disclose the amount
of funds you received and you will be required to account for
the expenditure of
these funds. Your potential benefits under the hmgp maybe
reduced if you do not
expend these funds for their intended purpose and keep receipts!! •
A property surveyor may need to come to your property to
establish the elevation
of the lowest finished floor of your structure. This
information is necessary in
order to establish the eligibility of your home for assistance
under the HMGP. The
surveyor will have identification and should not have to enter
your structure. •

interested in having
