This form is another subtle, but effective sabotage of private attorneys practicing against the VA. As designed, the form does not fit on a standard sized piece of paper. Those who doubt this allegation should go to the VA official website at  http://www.vba.va.gov/pubs/forms/21-22a.pdf and print the Form 21-22a document. Thank goodness Adobe Acrobat is smarter that the VA form designers since Acrobat, by default, reduces the oversized form so it fits on a single piece of standard paper. Notice the wide margins on the left and right of the form when printed. Another sabotage of private attorneys by VA officials is that the form is not available in a fillable PDF form. The new Secretary of Veterans Affairs, retired General Shinseki, will probably never learn of this problem from his subordinates.

[added June 25, 2008] Pleading for CAVC Record on Appeal RBA Dispute
          Under Rule 10, the CAVC now requires that the Office of General Counsel (OGC) serve appellant with a data disc (in Adobe Acrobat PDF format) of appropriate portions of the C-File (RBA) after the appellant files notice of appeal in the CAVC. These data disc files appear to be copied using high speed scanners. Documents are sometimes not readable, are missing, or appear unrelated to the documents before or after the subject document. This suggested pleading notifies the Office of General Counsel immediately when the data disc is received (page 1) and then follows up with a "Dispute" notice per Rule 10 within 14 days of service (page 2). Rule 10 works to the disadvantage of the veteran-appellant by requiring the appellant to "dispute" the RBA immediately without adequate time to review the RBA.
